Yep, more noise in a long exposure shot........
however, some of the 'noise' is actually fog forming around the bridge. Odd.

Nikon build great cameras. They do need to figure out a better way to control
digital noise at high ISO and under long exposures though.

East Bay Bridge on a still night (ISO 800, 22 secs at F8)
You can see that the D200 starts to suffer from noise at this ISO (and above)
